SNA's Solving the Procurement Puzzle Report

Few would argue that K-12 school foodservice procurement is one of the most complicated aspects of administering the federal National School Lunch Program (NSLP) and other school-based nutrition programs. School nutrition operators and industry alike have expressed frustration and concern about the lack of knowledge and proficiency—by all parties—with the processes that are involved. It is immensely complicated to get the right product at the right time in the right amount to the child’s plate.

To better understand and quantify the current state of procurement, the School Nutrition Association Board of Directors appointed a Task Force in Fall 2015 to explore the issue. The outcome of the group’s meetings is Solving the Procurement Puzzle: Managing the Complexities of Doing Business in K-12 School Foodservice . This 40+-page white paper report documents the state of procurement, identifies potential strategies to address education and compliance and encourages the implementation of best practices.

Topic areas explored include understanding the law, approved methods of procurement, distribution and manufacturing, cooperative purchasing, contract administration and education gaps.

The report is a must-read for school nutrition directors, district business officials and procurement officers, manufacturers, distributors and state agency personnel. A “How to Use This Report” section offers reflective questions for different stakeholder groups to consider in order to apply the information in their places of work.
