USDA Responds to SNA Comment on Operations Study

In July, SNA responded to the U.S. Department of Agriculture’s (USDA) request for comment on the Child Nutrition Program Operations Study II (CNOPS-II) and asked the Department to be mindful of the effort such studies require of school district personnel, as well as to attempt to minimize the burden placed on program operators. Last week, SNA received a response from USDA, outlining the efforts taken to improve the survey based on feedback from state child nutrition directors and School Food Authority (SFA) directors. The letter also highlighted the flexibility provided by conducting the survey electronically.

SNA Submits Comments on Rural Utility Service’s Broadband Pilot Program

USDA’s Rural Utility Service (RUS) requested comment on its $600 million Broadband e-Connectivity Pilot Program. In its submitted comments, SNA expressed the difficulties school meals programs face due to inadequate broadband services and urged RUS to make funding opportunities available to school nutrition professionals.

Nominations Open for 2020 Dietary Guidelines Advisory Committee

The U.S. Department of Health and Human Services (HHS) and USDA announced a public call for nominations to the 2020 Dietary Guidelines Advisory Committee (DGAC). The DGAC will review scientific evidence to help inform the next edition of the Dietary Guidelines for Americans. Information on how to submit nominations, factors USDA and HHS will consider in selecting the committee members and the updated topics and supporting scientific questions are available via DietaryGuidelines.gov. The deadline to submit nominations for the Dietary Guidelines Advisory Committee is October 6, 2018.

Unpaid Meals Bill Introduced in Michigan Senate

Michigan State Senator Jim Ananich introduced SB 1078, which, if passed, would require school districts to serve a reimbursable meal to all students and prohibit the public identification or stigmatization of a student with meal debt or who cannot pay for a meal. The bill would also prohibit charging collection fees or costs, requiring a student to perform chores to pay off a debt or discarding a meal that’s been served to a student.

Three California Bills Impacting School Nutrition Pass

The California legislature passed three bills impacting school nutrition programs. Two bills were previously discussed in Tuesday Morning: AB 2360 calls for guidance on partnerships between food banks and schools and AB 3043 will allow non-profit school foodservice funds (cafeteria funds) to be used to provide “universal breakfast.”

AB 1974 places restrictions on the collection of debt by school districts and school meals programs. The bill provides that current or former students cannot owe or be billed for debt owed to an educational entity, requires such debt to be assigned to the student’s parent or guardian and places restrictions on attempts to collect debt. It also prohibits districts from taking negative action against a student, such as withholding transcripts or a diploma, due to accrual of debt.

New Nutrition Director Brings Fresh Ideas to Dartmouth Public Schools

An article in South Coast Today offered a glimpse into the changes that SNA member Jeanne Sheridan is bringing to the district as its new nutrition director. Since joining the district in July, Sheridan has implemented a new menu program, fruit and vegetable bars with local produce and freshly grilled options.
