Micro-Purchases and Simplified Acquisition Thresholds Increased

In a memo published in April, the U.S. Department of Agriculture’s (USDA) Food and Nutrition Service (FNS) announced that increases to micro-purchase and simplified acquisition thresholds were authorized by the Office of Management and Budget. These changes apply to all child nutrition programs, including NSLP, CACFP and SFSP. The micro-purchase threshold was increased from $3,500 to $10,000, and the simplified acquisition threshold (formerly known as the federal small purchase threshold) was increased from $150,000 to $250,000.

FNS Seeks Comment on Non-Entitlement Discretionary Grant Applications

In a Federal Register notice published last week, FNS announced it is seeking comment on its Uniform Grant Application for Non-Entitlement Discretionary Grants. The agency is seeking input on whether the information collection is necessary, the accuracy of its burden estimate, ways to enhance the quality of the collection and ways to minimize the burden of the collection. Comments must be received by June 14, 2019.

Oregon Funds Expansion of Free Meal Programs

Governor Kate Brown of Oregon signed an education funding bill into law last week that allocates state funds to expand eligibility for free school breakfast and lunch. HB 3427 would provide up to 60% of students enrolled in Oregon public schools with free school meals by using state funds to expand eligibility to families earning up to 300% of the federal poverty line. The bill also includes provisions to expand access to school breakfast, including a state grant program to assist schools with Breakfast After the Bell start-up costs.
