Federal Register Notice: Farm to School Census and Comprehensive Review

U.S. Department of Agriculture published a notice and request for comment on Monday, March 19, 2018 in the Federal Register on the Farm to School Census and Comprehensive Review. The Farm to School Census and Comprehensive Review is a 3-year study that will review and describe the multiple facets of farm to school, including the USDA Farm to School Grant Program and Farm to School Census and other data sources.

The final report will comprehensively examine farm to school efforts and their progression since the passage of the 2010 Child Nutrition Reauthorization. To accomplish these objectives two data collections are planned, a Distributor Survey and a 2019 Farm to School Census. Comments on these data collections are due March 18, 2018.

FDPNE Grant Application Open

The Fiscal Year (FY) 2018 Food Distribution Program on Indian Reservations Nutrition Education (FDPNE) Grant Request for Applications (RFA) is open. The grant funds projects that provide nutrition information and services to Food Distribution Programs on Indian Reservations (FDPIR), helping the organizations that serve this population find new ways to aid their constituents.

Those eligible to apply are Indian Tribal Organizations and state agencies that are current FDPIR allowance holders. FNS has revised and updated the RFA and application, so applicants are advised to read the document closely. The RFA can be viewed on Grants.gov, as well as supplemental documents that will help you apply.

Update on H.R. 3738: Healthy Breakfasts Help Kids Learn Act of 2017

H.R. 3738, the Healthy Breakfasts Help Kids Learn Act of 2017, currently has 43 co-sponsors in Congress! During SNA’s Legislative Action Conference (LAC), nearly 900 members stormed the Hill to promote school nutrition programs and to encourage members to support the 2018 Position Paper, which includes an ask for Congress to support H.R. 3738. Since that day, four more members of Congress signed on to co-sponsor the bill: Jackie Speier (D-CA-14), Collin Peterson (D-MN-7), Ann Kuster (D-NH-2) and Bennie Thompson (D-MS-2). SNA encourages members to keep reaching out to their representatives and meeting with them in their districts to ask them to support the bill. 2018 Josephine Martin National Policy Fellow Featured in Article

The 2018 Josephine Martin National Policy Fellow was Christina Osborne from Fayetteville, N.C. Osborne is the cafeteria manager at Elizabeth Cashwell Elementary School in Cumberland County Schools and is currently pursuing a four-year college degree in business in order to advance her career.

Thanks to the fellowship, Osborne attended SNA’s 2018 Legislative Action Conference (LAC), where she participated in valuable and educational workshops, and met with two North Carolina congressmen to discuss school nutrition. In an article in the Fayette Observer, Osborne discussed her career, school meals, and experience at LAC. Learn more about Osborne and the fellowship in this recent SNA web story.

State Snapshots

California Universal Breakfast Bill

AB3043 would require the purchase of a mobile food facility and authorizes school districts to provide universal breakfast. The bill also provides additional funding in the form of a summer meal program grant.

Baltimore Beverage Ordinance

The Baltimore City Council approved the city ordinance titled, “Healthy Beverages for Children’s Meals.” The ordinance requires all foodservice facilities that offer beverages as part of a meal to limit beverage options to water, milk, non-dairy milk alternatives or 100% juice.
